In November 2014, the Los Angeles County Board of Supervisors approved the Pay for Success Blueprint, which outlined the steps and considerations for pursuing Pay for Success (PFS) contracting within the County. Upon approval of the Blueprint, the Board authorized the County’s internal Pay for Success Committee to partner across County departments to solicit ideas for high-impact interventions suitable for PFS, and to identify several promising projects to present to the Board. With technical assistance from Third Sector Capital Partners, the County conducted analysis on four promising projects, including an assessment and ranking of each project. The PFS Project Recommendations Report outlines the assessment process and criteria used to rank each project, details a plan for procuring a project manager and evaluator, and offers examples for financing success payments drawn from other PFS projects. The analysis in this report was used by the Board of Supervisors to select the Just in Reach Program as the first project for the County to pursue in the Pay for Success context. The County will now conduct the detailed feasibility assessment required to proceed with transaction structuring and project launch activities.
