The County of Santa Clara, California has embarked on a significant initiative to measurably improve the lives of vulnerable community members while helping to find permanent solutions to the complex and costly problems associated with homelessness.

 Project "Welcome Home" is the state's first Pay for Success initiative. Nonprofit Finance Fund and the James Irvine Foundation provided early support and resources for the development of the project through the California Pay for Success Initiative. The California Pay for Success Initiative funds groups pursuing Pay for Success as a way to bring high-quality social services to more people, while improving the way we pay for these services.Santa Clara's effort to reduce homelessness represents the initiation of Pay for Success contracting in California and, more importantly, a life-changing opportunity for those who need it most.
