Santa Clara County Launches Pay For Success RFP for Chronic Homelessness Project

Since early 2013, the County of Santa Clara (the “County”) has been developing a Pay for Success (“PFS”) project, the goal of which is to reduce chronic homelessness in the County through the provision of housing and an array of supportive services.

The County plans to more fully develop and implement the project in two stages.  First, through this Request for Proposals (“RFP”), the County will identify a lead agency (“Lead Agency”) that will assist the County and its consultant – Third Sector Capital Partners, Inc., (“Third Sector”) – with finalizing the service model and financing structure for the project, securing operating capital, identifying additional service providers to partner with the Lead Agency and creating the contract that will memorialize the deal.

In the second stage, the Lead Agency and the County will execute a PFS contract subject to approval by the Board of Supervisors.  Under the PFS contract, the Lead Agency will coordinate the PFS project, manage sub-contractors, and may provide direct services to the project’s participants.  We expect the PFS contract will have a term of seven years, including a six-year service delivery period.

Information on the County hearing that approved the pilot project is also available. This pilot was implemented by Step Up Silicon Valley and Third Sector Capital Partners in partnership with the Santa Clara County. The deadline to submit the Proposal is Friday, June 20, 2014 by 12:00 pm (PDT).
